Oil spill victims say Feinberg is not keeping his promises regarding quick and effective claims process.

Financial victims of the Gulf oil spill say Kenneth Feinberg is not keeping his promise regarding a more efficient and effective claims process. In Feinberg's first week as claims commander, nearly 19-thousand claims were filed...but less than two-thousand people actually received a check.

"I'm just going to re-send it and see what happens," says Charles Phillip, who owns a seafood restaurant in Daphne. Phillip says he's lost tens of thousands of dollars this summer because his customers are afraid to eat Gulf seafood. "I hope it works, but so far, it hasn't. I'm not just going to walk away from it. I'm not going to let them win. Nobody is going to let them win."

Phillip says he was the first person in line to file a claim last Monday when Feinberg took over. The Daphne restaurant owner says he was promised help within 48 hours but says he got a call from a claims adjustor a few days later who told him they had lost his paperwork.

A spokesperson for Feinberg says claims were denied last week because many did not have the correct information or accurate paperwork.
