"Church or jail" program in Bay Minette has stalled.

Bay Minette's controversial "church or jail" program has stalled...and is under review by the Attorney General's office.

"Operation ROC"...or Restore Our Community...would give first-time non-violent criminal offenders a choice- serve time behind bars or go to church for a year.

More than 50 North Baldwin County churches have signed up for the program, but several civil rights groups have threatened legal action against Bay Minette...calling the church or jail program unconstitutional...and a violation of separation of church and state.

City leaders have asked the Attorney General to review the program. The A-G's office would not comment about the legal review.
