News Five has learned that a Mobile Police officer who resigned after an allegation he had inappropriate sexual contact with a juvenile had been disciplined by the department in the past.
Mobile Police announced Friday that Officer Marshall Freeman resigned Thursday while the department was preparing an administrative hearing on the allegation.
Police confirm to News Five Freeman had previously been disciplined and that resulted in what they call "a couple of suspensions."
They would not go into detail.
News Five aired a story in 2005 about a summer program called "Kids and Cops."
It was aimed at building trust.
Officer Marshall Freeman was one of the counselors.
At the time, Freeman said, "You've got to build their self esteem and character, and let them know we can do this together."
On Friday, there was this announcement from Mobile police chief Tyrone Williams.
Williams said, "Officer Marshall Freeman, a 20 year veteran assigned to the community services section, is alleged to have had inappropriate contact with a 16 year old female."
Williams said the alleged incident happened last year, but police just learned of it nine days ago.
He said Freeman was placed on administrative leave and an investigation launched,
But yesterday, while the department was preparing an administrative hearing, Freeman resigned.
Williams said, "As police chief and the father of two girls, I will never tolerate this type of behavior by any member of the police department or the community. The unethical conduct of this man is egregious."
News Five also talked to Freeman in 2004.
At that time, he taught a program that helped kids learn to resist gangs and violence.
Freeman said, "Sixth graders, some of them don't even want to be bothered with the police. We don't like the 'po po,' and they tell you. But, when I see these kids, and these are just average kids, and they want to be around the police, that makes me feel better, and that might keep these kids, save that kid down the road somewhere from getting into trouble."
Mobile Police said Freeman has not been charged with any crime, but, their investigation will continue, and results will be presented to the Mobile County District Attorney's Office.
