In this dash-cam video from October 3, 2009, you can hear Pensacola Police Officer Gerald Ard repeatedly ordering 17-year old Victor Steen to stop and get off his bicycle. Ard says he ordered Steen to stop because the teenager was loitering at a local construction site and acting suspiciously. Officer Ard pulls up next to Steen and tasers him, but Steen still ignores Ard's commands.
What happens next has prompted a major investigation and coroner's inquest. Steen hits a curb and falls off the bike. Officer Ard had no time to stop...his police cruiser runs Steen over and kills him.
On Friday, a Pensacola judge along with several investigators went back out to the scene as part of the inquest. Deputies blocked off parts of Highway 90 while Judge John Simon walked the area where Steen lost his life.
Officer Ard was placed on paid leave back in October but has returned to duty in an administrative role. Ard has not been charged in Steen's death, but if the inquest finds evidence a crime took place, the state attorney's office will take over the investigation. The inquest could take at least another week.
