New Recruiting Plan

ALBANY, N.Y. (AP) - The Army thinks it may have a way to attract
much-needed recruits. It's testing a program that offers enlistees
up to $40,000 towards buying a new home or starting up a business.
The "Army Advantage Fund" is being tested in communities in
New York, Ohio, Texas and Washington state.
Under the program, which began February 4th, enlistees who
commit to five years of active service are eligible for the full
$40,000. Reservists can get $20,000 for five years. Lesser cash
incentives are being offered for three- and four-year enlistments.
The Army met its goal of recruiting 80,000 new soldiers in the
last fiscal year. But it admits it faces challenges trying to
increase active-duty Army, National Guard and Reserve rosters. It
needs to add 74,000 personnel within the next four years.
