On a blustery day, Jim Fuller's ashes fly across Portersville Bay, one of many places he loved. Relatives say his life's work was bringing together unincorporated parts of Mobile County.

“He just had a good heart and wanted to help people,” says his widow Judy Buff. Clutching flowers and wiping away tears, Buff was surrounded by friends and family at a special remembrance Sunday. She says her husband planted seeds for the future of Coden.

“I'm going to keep fighting we all are, all our board members are and we're still going to work on it,” says Buff. In 2006 Fuller helped found the south bay communities alliance. Family and friends say one of the many things Jim Fuller will be remembered for is his charitable spirit, he was a man they say put service to others before service to himself.

“He needed to help people, he needed to do things, it was his calling he had a great passion for trying to help the people who were helpless here after the hurricane,” says friend RJ Lewis.

Friends say fuller's organization lobbied for funding for unincorporated areas like Coden and Heron Bay. They say Jim Fuller helped these scattered communities speak with one voice.
